This was the reality in my time teaching when corporal punishment was allowed. Girls always got the strap on the hands. Strange to say many women who are into the thing we do say they would have preferred it on the bottom but of course propriety barred male teachers from such practises. Though I believe many female teachers were not against slippering, caning and even strapping a girls bottom but usually through her knickers as with Janice and Sophie
